    Baseline

    The reference scenario describing what emissions or carbon storage would have been without the project. Credits are issued for the difference between the baseline and what the project actually achieved.

    Why baseline matters for carbon credit buyers

    The baseline is where most quality disputes in the carbon market begin, because it describes something that never happened and cannot be directly observed. A generous baseline inflates the number of credits a project issues without changing anything on the ground, which is the core of over-crediting risk. Methodologies increasingly require dynamic or performance-based baselines, recalculated against comparable control areas rather than fixed once at the start. When comparing projects, look at how the baseline was set, how often it is revised, and what independent raters say about it.
